**About the Role:**
We are seeking a highly experienced and motivated **HSE Manager** to lead the Health, Safety, and Environmental functions across our marine construction and offshore projects. The ideal candidate will be responsible for developing, implementing, and overseeing HSE strategies, policies, and procedures to ensure the highest standards of safety, environmental stewardship, and regulatory compliance.
**Key Responsibilities:**
* Develop, implement, and maintain the company's **HSE Management System** in line with ISO 45001, ISO 14001, and relevant local/international regulations
* Lead and manage the HSE team across multiple projects, providing guidance, training, and support
* Conduct regular site inspections, audits, and risk assessments to identify hazards and ensure compliance
* Develop and enforce **HSE policies, procedures, and safe work practices** for marine and construction activities
* Oversee incident and accident investigations; prepare detailed reports, identify root causes, and implement corrective actions
* Manage the **permitting process** for high\-risk activities including hot work, confined space entry, and lifting operations
* Ensure environmental compliance including waste management, pollution control, and environmental monitoring
* Liaise with regulatory authorities, clients, and subcontractors on HSE matters
* Prepare and submit HSE reports, statistics, and performance metrics to senior management
* Drive a proactive safety culture through training, awareness campaigns, and continuous improvement initiatives
* Monitor and evaluate subcontractor HSE performance and ensure alignment with company standards
* Ensure **emergency response plans** and crisis management procedures are in place and tested
* Keep abreast of changes in HSE legislation and industry best practices
* Manage HSE budgets and resources effectively
* Support project teams in preparing and reviewing method statements, risk assessments (RAs), and environmental management plans (EMPs)
* Conduct HSE induction and training for all new employees and site personnel
* Review and endorse **Environmental Risk Assessments (ENVIDs)** and maintain the **Environmental Risk Register (ERR)**
* Lead environmental compliance for marine construction works including:
* Monitoring impacts on marine ecosystems (coral reefs, mangroves, marine fauna)
* Managing water/sediment quality testing (before, during, and after construction)
* Overseeing waste management (hazardous and non\-hazardous)
* Liaising with regulatory authorities for environmental permits (e.g., EIA, CTO)
* Reviewing key environmental plans including Waste Management Plans (WMP) and Oil Spill Response Plans
**Qualifications \& Experience:**
* Bachelor’s degree in Engineering, Environmental Science, or related field; **Master’s degree is a plus**
* **Minimum 12\+ years of experience** in HSE management, with significant exposure to **marine construction, offshore, or oil \& gas industries**
* **Professional certifications** such as NEBOSH Diploma, CSP, CMIOSH, or equivalent are required
* **ISO 45001 and ISO 14001 Lead Auditor** certification is highly preferred
* Proven track record of managing HSE across multiple large\-scale projects
* In\-depth knowledge of **marine and offshore HSE regulations**, including SOLAS, MARPOL, and IMO guidelines
* Experience in **environmental management** including EIA, environmental permitting, and compliance
* Strong experience with **risk assessment and incident investigation** methodologies
* Familiarity with **permit\-to\-work systems, emergency response, and HSE training delivery**
* Valid offshore survival certificates (BOSIET/HUET) if required
* Fluency in English; knowledge of Arabic is a plus
